Cheryl Ramsay
Director & Head of Care

Cheryl Ramsay is a highly experienced Barrister, called to the Independent Bar of England & Wales in 1997. With over two decades of experience as a Senior Transformation & Turnaround Lawyer and Executive Director, Cheryl has supported numerous organisations such as Domiciliary Care Companies, NHS Trusts, local authorities, central government departments, a Statutory Public Inquiry (COVID19) etc. Her extensive portfolio includes: Care Quality Commission (CQC) Compliance, Litigation, Clinical & Corporate Governance, Service Improvement, Risk Management / Frameworks, Quality Assurance and the development of high performing teams.

Cheryl’s qualifications include a LLB (Hons) in Law an a M.A. in Criminal Justice.

Doriann Bailey
Clinical Quality & Governance Director & Nominated Individual

Doriann Bailey is a highly experienced Healthcare Director with over 30 years of expertise in both the NHS and private sector, specializing in quality, governance, and transformation. As a Registered General Nurse with an active NMC Pin, she has dedicated over a decade as a Specialist Advisor with the CQC, playing a key role in overseeing governance aspects of inspections. Deeply committed to delivering high-quality care, Doriann believes governance and quality are essential in every aspect of care delivery. She is the Nominated Individual for Salis Care Ltd and holds a BSc in Nursing Practice and an MSc in Healthcare Management, further solidifying her expertise in the field.

Peter Lewis
Supported Living Mental Health Specialist Lead

Peter is a highly experienced operational manager with over 35 years in adult social care, including more than 25 years in managerial roles. His career spans diverse sectors such as domiciliary care, live-in care, supported living, housing, and extra care, working with various customer groups, including the elderly, individuals with mental health needs, learning disabilities, and other vulnerable adults.

Peter’s business development skills are extensive. He successfully expanded 15 services into a new region of the Republic of Ireland and previously managed budgets exceeding £5 million. He has overseen five registered managers across four locations, delivering 2,000 hours of domiciliary care and 500 hours of extra care per week, working with both private and statutory contracts. Notably, Peter led the transition of one provider from being 90% local authority funded to 90% privately funded, while growing the business from 900 to 2,000 hours per week.

He has been directly involved in numerous CQC inspections, both as a Registered Manager and a Nominated Individual, consistently achieving ratings of ‘Good’ or higher. Additionally, Peter has played a key role in planning and leading company mergers, further showcasing his strategic leadership within the sector.

Dr Atif Ghaffar
Director

Dr Atif Ghaffar is the Medical Director of Salis Care and supports our clients with his decades of experience in the healthcare sector. He has experience working within the NHS and as a private GP, covering all aspects of primary and acute care. As a GP Principal for 16 years and an experienced CQC Lead – Dr Ghaffar provides invaluable support and guidance particularly to our clients looking to start bespoke GP services. As the former Medical Director at CQC Compliance Limited, Dr Ghaffar understands the fundamental importance of healthcare compliance and the need for primary and acute organisations to be forward-thinking in ensuring they are CQC-ready.

Phillip Billings
Registered Manager

Phillip Billings is a dedicated Registered Manager with extensive experience in supported living for individuals with mental health needs and learning disabilities. With a QCF Level 5 qualification, he excels in compliance, crisis management, and staff development.

Focused on service leadership, Phillip fosters a culture of excellence, empowering teams to deliver high-quality, person-centred care. His hands-on approach ensures services meet regulatory standards while promoting independence and well-being for service users.

Michelle Fairless
Deputy Manager

Michelle has an extensive portfolio which includes; 14 years of working with individuals with learning disabilities and autism and she is a subject matter expert in complex needs and challenging behaviours. As a PBS (Positive Behaviour Support) Coach and Intensive Interaction Coordinator, Michelle has a deep understanding of how to foster communication and meaningful engagement with service users.

Over the past 7 years, Michelle has successfully managed supported living environments, ensuring high-quality, person-centered care. Michelle is a collaborative and inclusive leader who has achieved outstanding positive outcomes for both staff and service users (eg, initiatives that enhance the service users’ quality of life / have meaningful positive impact for service users and staff).

Michelle is passionate about empowering people to live their fullest lives, and tirelessly advocates for the voices of individuals to be heard. Her hands – on approach, combined with strategic management skills, allows her to create supportive, safe, caring, responsive, effective, well -led and engaging environments where, both service users and staff thrive.

Who We Are and What We Do

We understand that care is more than just a service—it is a necessity of life, rooted in compassion, respect, and integrity. Established in 2022, our name, Salis, is derived from
